Does anyone know how NFPA 20 is adopted in New Jersey? Is it adopted via reference in the New Jersey fire code? And if so, is it adopted in its entirety or just specific sections that are referenced in the NJ fire code?

I am a license individual in NJ. I am also a consultant for the NJ Fire Safety Division.
The NJ Fire Safety Division has always adopted the NFPA 20.
Prior to February 1st 2008 the NJ Fire Code was based on the BOCA Fire Prevention Code 1996 Edition. In there you could find requirement of all related NFPA fire codes using the word SHALL.
Now the state uses 2006 International Fire Code NJ Edition which has same requiremnts.
Section 913 specifies NFPA 25.
Any other questions relating NJ and NY please let me know. I could probably help.

but is it adopted in entirety??

913.1 913.2 913.5.1

The 2006 International Fire Code does not eliminate any portions of the standard.
