New to existing CMU wall detail

I have an existing CMU retaining wall with a portion of it failing that will be removed and replaced. Is the below rough detail the recommended approach for how to connect the new wall to the existing? I am planning to dowel horizontal bars at the two bond beam locations as well as at the footing. This is per a prescriptive design which has 12" block on the lower half with a bond beam, and then 8" block on top of that. Or is there another recommended approach when connecting new CMU to old?

Looking at your footing schedule, I can't imagine any of this working. A 4 ft. wide footing for an 8 ft. retaining wall seems quite spindly.

The schedule is not mine, it's a city's prescriptive schedule that the wall was built to. I will be creating my own detail with spec's based on actual engineered calculations. I added the schedule to show how the existing wall was constructed. My question is related to connecting existing CMU wall to new wall. Thanks!
