Need to find ANC-5a 1

I am looking for an electronic copy of ANC-5a, "Strength of Metal Aircraft Elements", Subcommittee on Air Force-Navy-Civil Aircraft Design Criteria of the Munitions Board Aircraft Committee, May 1949. Also, if anyone has any information on the history of the 1.15 fitting factor requirements in the FARs I would greatly appreciate it.

I've already done a bit of hunting for that document. Most recently I tried the Smithsonian Archives. They don't have it, either.

A new idea that just popped into my head, as I'm writing, is that you could try some of the aircraft certification offices (such as New York's) and see if they have any dusty old paper copies.

The 1.15 fitting factor is used in the "CAR's" from the time when the regulations were written by the US dept. of Commerce. It probably hearkens back even before that to the Aeronautical Bulletin that preceded the CAR's, and the scientific basis was likely laid out in a NACA Report.

We've looked around just about everywhere for ANC-5a too. We are also trying to find Aeronautics Bulletin 26. The FAA has Aeronautics Bulleting 7a, which references 26, but they don't have it. Go figure. I've checked the NACA reports all the way back to 1919? and haven't found any scientific basis for it yet. Someone mentioned checking old Army/Navy documentation such as the AN's. Oh well, I'll keep digging.
