Need petro refinery plant equip cost index and cost capacity factor 2

Hello,

Does anybody here know the cost index in year 2000 and end of year 2007 (or beginning year 2008) and the cost-capacity factor petroleum refinery plant equipment in US, China and Spain? Please let me know, I need it for a school project. Thank you.

CECPI for 2000 was 394.1, for 2007 was 525.4.
