NC Assembly not working

I'm new on the tool design module.
Using the preset start files I'm able to open Manufacturing>Cast Cavity or Mold Cavity or Expert Machinist

The NC assembly is not working. I tried with default template inlbs_mfg_emo or inlbs_mfg_nc and Creo does not prompt into the correct design environment. No error message on the bottom left corner.
I'm wondering if the NC assembly is a separate module that needs to be purchase on top of the Cast Cavity and Mold Cavity or I'm just using the wrong template/some set up in Creo is not correct.

Yes, you probably don't have the module. There are a few, one including everything like 5 axis mill/turn functionality.
