Hello,

I am designing a pretty tall pipe rack in a high wind load zone.
The client doesnt allow any cross braces,only rigid beam-column frames with column bases fixed both ways(they already have a couple of pipe racks designed this way on the same site)
Soil conditions are very good and I can use large footings/thick slabs so foundations wont be a problem.

Basically I just wanted to double check my concept for stiffened base plate with someone neutral (Dont have much experience with weak axis bending, and I have seen some weird details on site :).
-I can make plate stress numbers work using Roark formulas
- I designed corner stiffers and their welds to transfer tension from bolts directly to column flange so I dont have to specify thick full penetration welds on botom of column flanges (is this valid to assume?)

This looks fundamentally sound to me. I would try to use the four bolt pattern with a lot less stiffeners to make it more economical. I'd think that you could get away with a single stiffening plate welded to the outside face of each flange and running parallel to and beyond the flanges.

If it were me, I'd try to use anchor bolt chairs and prestressed anchor rods to improve connection bending stiffness and fatigue resistance. Perhaps the scale of this frame doesn't justify such measures however.

I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.
 
Looks appropriate to me. We use bases similar to this frequently to support fall-protection cable-support frames (both gallows-type, and tee-poles). We usually end up with 6 or 8 bolts though, not only due to shear and bi-axial moments, but to handle the torque induced on the columns by an eccentric cable pull load.
