MV Cable is EGC required

On a solidly grounded wye medium voltage distribution, say switchgear to switchgear, using 100 percent foil shielded 105C EPR cable, is is required to run an Equipment Grounded Conductor. If it is, can the EGC be bare or 600V insulated. There is a CT per phase conductor and zero sequence CT.
 
Probably, but local codes apply. Perhaps just a fine point, but I doubt you can find a 100% tape shield. 100% concentric neutral is possible, but tape shield?

You have not mentioned the voltage rating of the cable.
The equipment grounded grounded conductor (EGC) you have mentioned is used to bond the swgr(s)
to the nearby plant grounding system and therefore, it is the safety ground and hence not supposed
to take any ground fault current.
The bonding conductor or the ground wire which is inside the EPR cable is supposed to take the
fault current back to the source. Therefore, it should be bonded the two swgr ensuring a continuous
ground return path back to the source.
The phase CTs can include the bonding conductor and the shield but the ZCT SHOULD encircle ONLY the
phase conductors including the neutral. Otherwise, ZCT will be not work for a ground fault.
