Multiple shear lugs ACI 349-97

I'm trying to determine the shear capacity of an embedment with three shear lugs parallel to a free edge according to ACI-349-97.
I'm not finding examples or guidance on interpreting Section B.5.1.2.2 of the commentary.

Any help with that is greatly appreciated.
