Would 2 MOVs, of the same value, connected in series across a line double the handling capabilities? ie.. Max operating voltage, clamping voltage.

Clamping voltage, yes, current limitation would be the same.

It should be clear from previous post but the MOV's will not start to conduct until 2 times MOV voltage if two are in series.
