Move part command not available

Move part command has been grayed-out in an assembly I have been working on. works in other assemblies. Cant work out why.

Any insights?

Is it grounded, fully constrained, partly constrained or unconstrained ?

Sorted problem there was an assembly conflict in one of the parts of the assembly.
Marked with red symbol in parts list.

Never came across this problem before.
