Mountjoy Equation

Has anyone heard of the Mountjoy Equation for estimating velocity distributions in streams and culverts ( I think)?

Can't seem to find a good reference for this.

But,unfortunately, I'd found this before but it lead to a dead end. I do appreciate your help and wonder why this is so difficult to find. Perhaps the Mountjoy Equation was developed at the CIA and is part of the War on Terroism !

Do a "GOOGLE" search for - Chiu velocity equation - He was part of the team w/Mountjoy. You will find lots of references.
