Motor buzz

I have a motor which buzzes and turns slowly. It had a bad capacitor which I replaced with a very old one of the same capacitance and tests good(not shorted or open) except I cannot test the leakage current and don't know what it should be.

Would a capacitor with too high leakage cause this, or has a coil burnt out.

P.S. It is out of a small "Little Giant" magnetic drive water pump

Testing of small ac capacitor.

It is a small ac capacitor and with this size, I would simply use a 250V or 500V insulation tester(Megger) to test for its dielectric property.

 
Suggestion: A dc power supply about 100VDC to 150VDC and a suitably ranged ammeter will measure the capacitor leakage current.
