Moment release in U-Bolt connection

Hello fellow engineers:

Question regarding the releasing fixities (moment) when connecting two continuous members with only 1 U-bolt, one member is a pipe and the other is a rectangular bent plate (support)
I guess in reality U-bolt transfer only shears by bearing and frictions but no moment, how can I do it? I couldn’t figure it out with member end fixities!
