Moment about minor axis splice design reference

IS there any code reference to design a bolted steel splice between I sections under moment about the minor Axis & torsion ?

Connections and splices are designed according to the applicable limit states such as bolt bearing, bolt shear/tension, tension yielding, tension fracture, and the list goes on.....

I am wondering why a wide flange would be used in torsion and minor axis bending only? If those are the only two forces on the section perhaps it would be better to use a HSS in this condition.

Be careful when designing for torsion - is the connection designed to restrain pure torsion or also warping? The detail could look quite different, although I suspect any weak axis moment connection will also restrain warping.
