Modelling a subsurface addition using deadhead vacuum

I am in the process of specifying process conditions for the following scenario:

A subsurface addition of Br2 liquid into a tank filled 6 ft. high with MeCl2 liquid. The tank is under a 25" deadhead vacuum which is the intended means of transfer. The bromine vessel is at standard pressure. The Br2 liquid level is above the top of the MeCl2.

Is this transfer possible and how would I go about showing it?
