Modeling a catch basin

I'm trying to model the effects of both an inlet grate at the surface and an outflow pipe in a catch basin. I understand that catch basins are typically modeled as zero storage pond structures, however, I'm unsure about how to set up the routing to evaluate both of these controls.
Thanks in advance for any tips.
 
As a hydrograph routing model, HydroCAD deals only with outlet controls. If you want to model an inlet grate, it would need to be as an outlet control for another "pond" immediately upstream. But in most cases, the inlet grate isn't included in the model.
