Can anyone tell me how long it usually takes for the MMS to approve a Right of Way application for a pipeline. Any references for it? I cannot find anything about it in CFR 30.

I believe its the Corps of Engineers that approves the RoW. MMS is more concerned with facilities design. Long time ago it used to take about 3 months. Call the nearest COE local office and ask them. I used to talk to their offices in Galveston and New Orleans.
