MMC for a basic dimension!

Is it possible to provide MMC control for a internal feature of size which has only basic size?? Please see the enclosure..

No, you can't use the MMC modifier if the feature's size is basic, because the only control that would be applied to that basic size is profile. And profile can use the MMC modifier.
