Nonetheless, the few mining schools in the U.S. have track records of coordinating multi-discipline or mixed-discipline M.S. or M.Eng. programs. Also, there are numerous Electrical Engineering departments which probably would be very happy to consider your ideas. Finally, MSHA and NIOSH (again, stateside) may have good suggestions.
It can be fun setting up your own M.S. program, I did same thirty years ago and many others have. Some schools don't allow such latitude, others embrace the initiative.
Try contacting some of the mining & electrical equipment manufacturers, they may have a line on power or instrumentation approaches which could be good for a masters. Also, the mines themselves may be a great source for ideas, perhaps including support.
