Minimum required relieving rate!

Hello,

In the calculation of minimum required relieving rate for PSV in a cooling water line, we have to use following equation,

q = (alphav*phi)/(1000*d*c) [API Standard 521; Section 5.14.3]

But I don't get how the unit of q comes in m3/s.

Require help in this matter!

To a ChE, the glass is always full - 1/2 air and 1/2 water.
 
I have mistaken the units. Got it right.
