Minimum edge of circular concrete base with precast concrete pole

I have designed a circular concrete base foundation and I have inserted a concrete pole mast. But the workers missed the job and the pole mast is not in the center of the base. How do you verify the minimum edge distance ? The base is 3 feet diam. and the pole mast is 10'' dia. The minimum edge is only 4 inch.

How do you confirm if its ok or not ?

My initial reaction is to say that it's not even close to anything like reasonable tolerances. Start over. The contractor wouldn't take responsibility for a design error if you made one. Don't take responsibility for his construction error.
 

By performing a calculation.. or you may prefer to provide more info. and get better responds ( embedment depth, soil type , a sketch showing the ftg and position of post, design load etc..)

How did you originally design the circular base? What was your intent as to how the internal forces from the post were to be distributed to the concrete foundation?
