Mineral Oil Storage in Poly Tank

A customer is proposing to store mineral oil (dielectric fluid for transformers) in an above ground, 3000-gallon capacity, polyethylene tank with a secondary containment stucture built around it. I have no specs on the tank and he might not have them, either. Two questions:

1) Is this a good idea?
2) How do you conduct integrity testing of such a tank (as required by SPCC rules)?
