No problem.
Use a crank arm with less than 0.5 cm throw.
Use a magnet moving vertically in a coil with the output powering a small motor.
Use a small pump pumping fluid to an elevated tank from whence it falls over a tiny overshot water wheel which provides the rotational energy.
