Megalug Retainer Gland

Anyone having trouble having Megalug Retainer Glands restrained joints on PVC water pipe passing hydrostatic pressure testing. I've had two jobs, one 16in CL 200 the other is 8 in CL 200 PVC. Only way we got the lines to pass is to back off the Megalug bolts to finger tight. Is there a better retainer?
