Medical Air vs. Breathing Air

I am having a hard time figuring out what the difference is in Medical Air and Breathing Air. From what I can tell, Medical Air systems must meet the requirements of NFPA 99, but the quality of the air is the same as OSHA Grade D breathing air. Is this correct?
