Is not quite a supportable assertion.
The Basic dimension is normally what you use to make a Solidworks model.
It is normally included as a reference in an inspection report,
and used as the basis for calculating the amount by which each measurement of an actual part deviates from the ideal.
I don't know from PPAPs.
Tolerances apply to the actual realization in a real part of the feature described by the basic dimension,
both by any general tolerances in the title block,
and perhaps more specifically by any GD&T notations associated with the feature.
Please go ahead and repost your question in the GD&T forum to start yet another argument,
and also please Report your post above and request that this discussion be removed,
since it doesn't appear related to Solidworks.
