Materials 304L, 316L NBEP

The ASME 31.1 saids that lines, "Non Boiler External Piping-NBEP" should not to be use materials like 316L and 304L. Why?
And if its not possible to use them (304L or 316L) we have problems in the industry processes? Which are the procedures necessaries for case of wrong materials specification according ASME B31.1? In the picture bellow do you see page 143 and note 1 in page 171.
 
Which section of the code are you in? Which applications is it addressing?

News to me. Had a quick flick through B31.1 and can't see anyhting like you describe.

You need to provide details as Ed requests.

If I remember correctly (more than likely not), there was a note in the Tables limiting the low carbon ss grades to temperature not above some high temp limit (800F maybe???)
