Can we use a420 wpl3 and a420 wpl6 in place of a234 wpb?

That depends on the application, service conditions, and a whole bunch of other things.
Without knowing all these things, it's difficult to answer. Why do you want a substitutation?

So you want to substitute alloy steel low-temperature pipe fitting material for material intended for moderate and high temperature service? I would certainly look beyond the specifications. You need to look in the ASME B&PV Code in the Materials manual and see both what the typical and design mechanical properties are at the maximum temperature you intend to use the piping at.
 
Agreeing with the other responders, what is the Code of construction? And what are the service conditions? If 31.1.1 or B31.3, review the appropriate Code Materials Tables at the design temps.
 
I agree with xl83nl & ironic metallurgist. It is essential to know about applicable code and service condition.
It is very often that some material that used to be higher grade for most of cases becomes less corrosion resistant than the other in specific service environment.
