The lintel plate could be sized for the bricks above, but it is rusted out and can come down at any time.
 
dik, You're right. I'll leave a note in their door. The building department will also check on issues that are reported under the property maintenance codes. Usually it's chipped paint, but tenuously supported brick would also apply.
 
Lintels are usually just construction shoring anyway, right?....
 
I'm not big on reporting someone... I prefer to talk to the individual first. There's a little exposure with this approach, but my preference.
