Margin of Safety and Vibration/Shock Specs for General Marine

I have two questions:

1) For non-critical equipment, what MS would I use for a general marine application for stress.

2) I need to find vibration and shock specs for general marine applications. Mil specs seem too high. I am designing a device with mechanical and electrical components.
 
The first question is very difficult to reply, it depends on what problem you are studying. If you are through the longitudinal stress, or a concrete structural member of the hull...

There are ISO specs. for vibrations and shocks, and some Class. point to this ones:

ISO 6954:2000 Mechanical vibration and shock - Guidelines for the measurement, reporting and evaluation of vibration on passenger and merchant ships.

If I remember, there is a graphic with levels of permitted vibration accelerations.
