I'm looking at trying to populate Windchill attributes (Part, drawing and CAD objects) by filling them out in Creo so i don't have to do it multiple times and possibly make a mistake.

Any ideas how to do this?

You need to set up the parameters in Windchill and then map them to the Creo so when you check-in the Creo model, Windchill is populated. We pass about 8-10 Creo parameters up to Windchill attributes.
They do it automatically for part name and number...PTC Common Name and Part Number. Don't get me started on the absurdity of PTC using different names in Windchill and Creo for the same thing. There are open PTC Community requests for PTC to communize their naming.

So this is something that needs to be done by Windchill Admin? or is this something a designer can do?

Windchill admin rights are required to set up the IBAs in Windchill and the mapping from Creo.
