Mannings n for PVC

I'm looking for a good reference for the use of a "n" value of 0.010 or 0.011 for PVC. Client standard is minimum of 0.014.
 
Although you might use a Manning's n of 0.010 for clear water almost every review agency will require you to use an n of 0.013 or 0.014 for stormwater or sanitary flows. The theory is that the pipe walls will become partially clogged of covered by biofilm.
