Manhole Chimney Height

Most municipalities limit the height of manhole chimneys to 18". What considerations dictate this height limit?

I have seen everywhere from 12 - 30 inch or no limits at all. Shorter lengths make it much easier to get in and out of the manhole, so I would say mostly safety reasons.
