What is the cases that the main reinforcement of isolated footing is provided in the long way and when its provided in short way?

 
You need flexural reinforcement in both directions, in accordance with the demand. Usually, the long way bars have a greater demand, but mimimum flexural reinforcement often controls in one or both directions.
