Working load capacity is for the working load of the pile.
Will need to ask the geotech or possibly a piling contractor. I'm using Australian codes which work to different reduction factors and load combinations, but recently I was given a 400sq. pile (16") which we were provided with an allowable capacity of 2400kN (540kips) and an ultimate capacity of 3200kN (720kips). This ratio is also roughly the ratio of working loads to ultimate loads when using the load combinations from Australian standards so it works out to be the same design in the end.
