Low Weight Fill of Jars

Hello there guys,
Had a question about Low Fill weight of jars and bottles.I have investigated for the least year's incidents and we have had couple of same occurances. From what I have seen operators are blaming that some of the samples are aerated.What could be other causes of the low weight fills? If anyone has specific questions to solve this problem please share them and I can provide specifics.From equation of continuity I remember that ideal flow through a pipe with steady flow will have mass entering a section per second constant.So the mass entering some section must equal to the mass leaving.But we have had many viscosity issues with different products and aerated samples.
