Low Conductivity, but high chlorine concentration

I work 2x100 MW Steam Power Plant. We have two units of Desalination plant, Unit 5 and Unit 6. The type of the these desalination plant is Once Through Multi Stage Flash (MSF) Desalination Plant. The maximum production rate is 1000 ton/day/unit. Last few days, we have a unique problem in our desalination plant. The distillate water, the product of desalination plant,have a low conductivity. It's about 6 microsiemens/cm (lower than 10 uS/cm). But the chlorine concentration is very high. It's about 2400 ppm, even more. My questions are:
1. Could yuo give the cause of this unique problem in our desalination plant (Low conduct, but high Cl Concentration)
2. Could you give us solution to overcome this problem.

Have an instrument technician verify that the conductivity meter is working properly.
