Louisiana License

I am registered engineer in Texas and applying for a Louisiana PE. I have a Bachelor degree from Jadavpur University in India and Master Degree from University of Missouri. I have submitted my MS transcripts. Still they are asking transcript from India evaluated by NCEES, FSCA or Josef Silny and transcript needs to be from Jadavpur University direct to them. I graduated in 1968 when there was no computer records. I cannot get them the transcript. I have the hard copy of transcript which I brought with me when I came to US in 1971. Please get me some help.

If you are a registered engineer in one state, why would you need to take a separate PE exam in another state?
I am registered in California and I went to NCEES website, then I went to the section that says; "Need to practice in more than one state?" (or something close to that), there you sign up and pay your $100 and just request the license verification to receive a license for other states.
Multiple engineers I know have created a profile through NCEES and have gotten the licenses for other states.

The OP did not say he needed to take an exam. He needs to get registered in LA via reciprocity (comity). The NCEES service only assists with maintaining your records. You still have to apply in every state in which you need to practice. The requirements vary state-by-state.

You will have to help yourself on this one. I would contact the LA board secretary and explain the situation. Many state boards are skeptical of degrees from non-US and non-accredited universities. Presumably you took the Texas exam?

You're dealing with people who are just following some procedures that someone wrote down twenty years ago. You have to be persistent and get past the initial layer of bureaucracy and speak directly to someone that will understand the situation. The answer may still be no, unfortunately.

You may be able to get someone at Jadavpur University to step away from their computer and locate the transcript in the archives. Most places still have old records from pre-computer days, but someone must locate them physically just as they did before records were computerized.
There may be an extra charge for this.
