Looking for typical drained shear strength values for CL

I have to do a preliminary levee design for a project, but the borrow source for the clay has not been identified. I have found typical values for undrained shear strengths, but I'm having trouble finding typical drained values. I don't anticipate any issues with stability (relatively short compacted clay levee on sand/ bedrock foundation with relatively flat slopes). However, I'd like to assume reasonable values for the sudden drawdown & long term analysis.

Values, even prelminary assumed values, should be based on local knolledge. There are seveal charts that relate drained strength to plasticity index.

Lacking any other information, I would assume something in the 26 to 28 degree range.

peak, fully softened or residual? Compacted to what extent? What's the sand content, liquid limit and PI?

Discount cohesion and you're dealing with 11 to 30 degrees, or thereabouts. . .
