Open web steel joists have generally been empirically designed. Part of this is because you can't get a reasonable weld profile on the welds, so they don't have to meet AWS requirements if you load test the joists and base the tables on load tests.
As for software, any of the typical structural packages will handle an OWSJ if modeled properly.
