On page 16.1-106 of the 13th manual it clearly states, "Long-slotted holes are permitted without regard to direction of loading in slip-critical connections, but shall be normal to the direction of load in bearing-type connections."
I always understood that all slip-critical connections had to be designed as bearing connections first in case of overload slip. I can't imagine how this detail makes sense in a seismic connection.
Any idea as to the research behind it?
