Logon to Windows 2000 Server group policies

I can logon to a Window 2000 Server (domain controller) as administrator. But I allowed (via group) policies some other non-administrator users to logon to the server. When they logon, the system automatically after logging on goes into logoff mode and promts again for username and password.
Does anybody know what might cause this problem.
