How do I do a loft type cut in WF1? I need to create a cut
transitioning from a rectangular shape into a round shape on two
parallel surfaces.

No problems are here.

You can use feature blend. But you must remember that the number of entity in blend sections must be equal. So if you have rectangle and circle you should divide circle on 4 pieces.

How do I divide the circle in 4 places?

Oh, Man ! You should better read manual first about basic operations in sketcher.

You can divide any entity using Edit->Trim->Divide (Intent manager mode) or Geom Tools->Divide (classic oldmode).
