locking out computer driven machines

I am currently attempting to create lockout/tagout procedures for a system that is continous throughout 2 floors and is all control via computer. Its not as simple as locking out a disconnect switch, and osha doesnt view locking out via computer as compling to the standard. Multiple interfaces throughout the building control the whole operation. Is tagout my only option?
