Lock-up pressure

Hi all
I want to the meaning of lock-up pressure for pressure regulator.
I think that lock-up pressure is same thing to set pressure for the pressure regulator.
Would you please let me know the difference between the set pressure and lock-up pressure, if any.

I think Lock-Up is defined as: "The flow curve between seat shut off and that point when seat lifts off".
