Is it possible to lock the toolbar positions once they are where you want them? I keep pulling the toolbars into the graphics area.

No, it's not possible.
BTW, this is one of the advantages of using the Ribbon interface since the 'tabs', which makes up the Ribbon, will not detach themselves from the Ribbon unless you explicitly 'Undock' them.

To an Engineer, the glass is twice as big as it needs to be.
