The California Building code has specific chapters of the IBC which are rewritten to apply for schools and hospitals. While this only legally applies to California, it might give you some guidance if you can locate a copy.

BTW - don't forget to allow for the installaion and placement for such objects (heavy) as MRI and CAT scan machines.

Once you have established the loads, the International Building Code does specify the factors used for applying the loads for Seismic, Wind, and Snow. "Hospitals" are by-name specified to be in Occupancy Category IV. Certain other "Health Care Facilities" (50 occupants, or more) are assigned to Category III. See Table 1604.5 in IBC-2003 (the latest edition that I have).
