Load Rating for CIP-PT Box Girder Bridge

We need to do Load Rating for H-20 load for Cast-in-Place Post tensioned box Girder two-span continuous bridge. We have software called "WINBDS" that performs load rating check for only flexural load. I will appreciate if any of you could let me know if you have used software that performs Load Rating check for the Shear Load. Thanks a lot.
 
Most load ratings are done for the Federal database. Most of these ratings only included bending. Shear capacities are often considered to be sufficient without any analysis having been run.

California does a lot of load rating. To the best of my knowledge... shear capacities have never really been checked.
