I need 13 "live" professional development hours to maintain my PE license for Wisconsin. This means I can take an online class as long as it is live, allowing for questions from the students. Does anyone have suggestions for relatively inexpensive PDHs?

There was a thread about this not too long ago.

Try suppliers for systems in your industry. I've gotten a few good PDHs from Hilti regarding their anchorage systems. Was live with a Q&A session and is free.

I am looking for topics in reinforced concrete, masonry and wood design.

ACI has periodic live webinars that are then posted to its site. concrete.org
AISC begins a weekly live webinar steel 'night school' tonight, Feb 5

The American Wood Council (awc.org) has free live webinars about once a month.

I second the American Wood Council. Also, Hilti and Simpson usually give out PDH credits for in-house brown bags depending on the topic. You might want to reach out to your local rep and ask.

pdhonline sometimes has live sessions.

You might have to bite the bullet and pay for them. I'm not sure how far out your renewal date is, but 13 is going to be tough.
There's two components for inexpensive pdhs. One is the seminar fee and travel. But much more important is the hours you need to charge. If you need "live" pdhs and they only occur on Tuesdays, you're either going to need to take time off or bill the hours to education or a project. These hours will greatly exceed any seminar fee.
Our company is somewhat large and sophisticated and we get a budget for training every year, subject to approval. They'd sure appreciate you not using it, but it's there. But I understand that if you're self employed or working for s small place, this might not be available.
It's very tough to keep up, and if the states have live requirements, it becomes a real burden.

Florida International University has live monthly webinars on accelerated bridge construction (ABC) & you can ask questions. Maybe ABC isn't your cup of tea but a PDH is a PDH.

Although I'm not a PE, I regularly attend conferences that cover the industry I'm involved in; that being overhead crane system design. AIST has a very interesting crane conference once a year in Pittsburg. I believe 9 PDH's are available. Also, CMAA is holding its first conference this year where 7 PDH's are available.
I've attended several webinars and found them less beneficial than live conferences. In a live setting, the ability to discuss the content with other attendees as well as the presenter (after the presentation) seems to fill in the blanks that I'm often left with after webinars.
Moreover, I've found that developing relationships with likeminded professionals at the conferences helpful. is I've attached the CMAA flyer if anyone is interested

Best regards

OP: The Masonry Contractor's Association of America has a bunch of free webinars with *.MP4 downloadable files. The AISC also has some of these also IStructE.
