Line and grade definition

What does "line and grade" mean when used as "all storm sewers 36" and less shall be constructed to line and grade"?

Line = Horizontal Alignment

Grade = Vertical Alignment

Of course, there should also associated items indicating the allowable construction tolerances (ie how much the Contractor can be out without it being "wrong") and how much the Engineer can alter the line and grade in the field without the Contractor being allowed to apply for an extra.
